Los Angeles County Development Authority

The Los Angeles County Development Authority (LACDA) administers rental assistance, Public Housing, homebuyer assistance, home repair programs, and housing and community development funding. Start with the service that matches your household, property, or project.

Applying for housing: Review the official application and waiting-list information before preparing an application. Section 8 Housing Choice Vouchers, Public Housing, and property-specific Project-Based Vouchers have different application routes.

Existing participants and owners: Use the Section 8 or Public Housing page for forms, online services, appointments, and program contacts.

Independent, non-government information: This website is not affiliated with LACDA. We do not accept applications, register households on waiting lists, collect rent, arrange housing placements, or process loans.

Agency Responsibilities

LACDA is an independent agency within the County family, rather than a County department. The Los Angeles County Board of Supervisors serves as its Board of Commissioners.

Its programs serve unincorporated Los Angeles County and cities participating in particular programs. A property's location within the county does not automatically make it eligible for every service.

LACDA is separate from the Housing Authority of the City of Los Angeles (HACLA). Check the agency named on your application, voucher, lease, or correspondence before requesting assistance.

Older documents may refer to the Community Development Commission (CDC). The agency adopted the LACDA name in 2019. The agency overview provides its history, organization, budgets, and financial reports.

Waiting Lists and Applications

Status checked October 28, 2026: LACDA's application page states that the Housing Choice Voucher waiting list is closed to public registration. It also states that the Public Housing site-based application period described on that page has ended.

Check the current official application page for changes before relying on this summary.

Housing Choice Voucher Referrals

The county-based homeless preference has a separate referral route. The agency describes accepting qualifying referrals through the Coordinated Entry System (CES) and partnering agencies for households experiencing homelessness.

This referral process is not an open public registration period. If you are experiencing homelessness and do not have a service provider, use the referral resources linked from the application page or contact 211 LA.

Public Housing Site-Based Lists

Public Housing applications are tied to the lists and properties identified in an official notice. A preference for a particular household category does not by itself mean a list is open.

If you previously registered, follow the instructions for keeping contact information current and responding to agency requests.

Project-Based Voucher Lists

The Project-Based Vouchers section of the Section 8 page provides access to property-specific waiting-list information.

Read each notice for its current status, dates, and application instructions. An opening for one property does not mean the general voucher or Public Housing lists are open.

Section 8 Services

The Housing Choice Voucher program helps eligible households rent housing in the private market. The official Section 8 page separates services for applicants, tenants, and owners.

Applicants and Participants

Applicants should review the operating area, eligibility, and application route. Current participants can find forms, reporting information, housing locators, and other resources in the tenant section.

Follow the instructions on your notices and keep records of documents submitted. For an existing case, use the assigned contact or official inquiry service.

Rental Owners

The owner section provides forms, contract and rent information, and program guidance. Owners with available units can also review Open Doors landlord incentive information.

Payment standards and Small Area Fair Market Rent information are available through the Section 8 page. Ask staff how the applicable standard relates to your particular unit or case.

Portability and Inspections

Participants planning a move involving another housing agency should review the portability instructions before making arrangements.

Inspection resources include requirements, rescheduling, and owner or tenant questions. Use the contact and instructions for the inspection involved.

For visits, check the housing assistance lobby schedule and virtual appointment options published on the Section 8 page.

Public Housing

Public Housing provides homes in LACDA developments for eligible households. Its application and waiting-list procedures are separate from the Housing Choice Voucher program.

The Public Housing page provides operating-area information, housing locations, eligibility, accommodations, and resident services.

Existing Residents

Current residents can find services for:

  • Reporting household or other required changes.
  • Tenant charges and rent payments.
  • Inspections and work orders.
  • Property management and maintenance.
  • Resident programs and Family Self-Sufficiency resources.

Identify your property and the type of request when contacting staff. Use the property's instructions for urgent maintenance or safety concerns rather than assuming a routine online message will receive an immediate response.

Rent Café and Online Services

LACDA's Rent Café serves Section 8 tenants and owners and Public Housing residents. Available functions depend on the program and user role.

Enter through the official LACDA website or the corresponding program page. Public Housing resources identify tenant charges, inspections, and work orders among the online functions.

For Public Housing rent payments, use the payment entry provided on the Public Housing page.

Keep transaction confirmations and copies of submitted documents. Online account access does not register you for every housing waiting list; follow the application notice for the specific opportunity.

Homebuyer Assistance and Loans

HOP80 and HOP150

The HOP80 and HOP150 Home Ownership Programs provide second mortgage loans for qualifying first-time homebuyers to assist with down payment and/or closing costs.

These are loans with repayment conditions, not unrestricted grants. The published terms include 0% interest, deferred repayment, and shared equity. Repayment and a share of appreciation may become due when the home is sold, title is transferred, or the property is no longer owner-occupied.

To begin, contact a HOP participating lender for prequalification. Only a participating lender can submit the HOP application on your behalf.

Review the current requirements for:

  • Household income and first-time buyer status.
  • Eligible property location and purchase price.
  • Buyer contribution and homebuyer education.
  • Property condition and owner occupancy.
  • Available assistance and repayment terms.

Income limits and other program terms can change. Confirm eligibility and funding before relying on assistance for a purchase.

For HOP information, email HOP@lacda.org or call 626-586-1853.

Existing Loans, Payoffs and Subordination

The Home Ownership page provides separate instructions for payoff requests, refinancing-related subordination, home sales, and Single-Family Home Ownership Certification.

Identify your existing agreement and transaction, gather the required documents, and confirm processing arrangements before setting a closing timetable.

Home Repair Programs

The Home Improvement page identifies the Handyworker Program for minor repairs and the Senior Grant Program for qualifying senior homeowners.

Review the selected program's service area, eligibility, covered repairs, application process, and funding availability. A homeownership or repair need alone does not establish eligibility.

For an initial inquiry, prepare the property address, ownership information, a short description of the repair, and any program correspondence already received.

LACDA participates in housing initiatives for individuals, families, and veterans experiencing homelessness. Its homelessness page includes Veterans Affairs Supportive Housing, Public Housing homeless preference information, and funding programs.

Referral-based rental assistance, housing preferences, and grants to service organizations have different entry requirements. Use the household application or referral instructions rather than a funding allocation plan when seeking a place to live.

For shelter and community-service referrals, call 211 or visit 211 LA. Confirm intake requirements and availability with the referred provider.

For wildfire-related assistance, review the recovery resources linked from the LACDA home page and confirm the specific program's requirements.

Development and Community Funding

Affordable Housing Development

The Affordable Housing page provides resources for organizations developing, financing, or preserving housing.

Categories include funding notices, multifamily bond financing, acquisition and predevelopment financing, supportive housing preservation, and special-needs housing initiatives.

A Notice of Funding Availability (NOFA) is a project-funding opportunity. It is not a household waiting-list application. Project representatives should review eligible applicants, deadlines, financing terms, and submission requirements.

Community Development

The Community Development page covers Community Development Block Grant resources, lead remediation, construction services, grants systems, and planning documents.

Partner agencies can find monitoring and technical-assistance resources. Residents can use the CDBG Service Locator to explore associated services.

For lead remediation, review the Live Lead-Free and Lead Free Homes LA resources. For construction projects, use the relevant management, inspection, and labor-compliance instructions.

Fair Housing and Accommodations

The LACDA fair housing page explains housing-discrimination protections and complaint resources.

LACDA states that it cannot resolve fair housing complaints that do not specifically involve its programs, participants, or applicants. Its resources also identify federal and state complaint channels, including HUD and California's Civil Rights Department.

For a program-related concern, identify the connection to your application, tenancy, or participation. A discrimination complaint and a routine maintenance, rent, or application-status request may require different contacts.

Disability and Language Assistance

The rental-assistance application page lists 626-262-4510, option 2, for assistance involving disability access, bilingual translation, or alternative communication formats.

The published contact information also includes TDD at 626-943-3898 and California Relay Service at 711.

Explain the service involved and the assistance needed. Follow any separate program deadline while arranging help.
